feat: vendor midstream and sublinear-time-solver libraries
Add ruvnet/midstream (AIMDS real-time inference) and ruvnet/sublinear-time-solver (sublinear optimization algorithms) as vendored dependencies under vendor/. Co-Authored-By: claude-flow <ruv@ruv.net>
