rUv 407b46b206 feat: vendor midstream and sublinear-time-solver libraries (#109)
Add ruvnet/midstream (AIMDS real-time inference) and
ruvnet/sublinear-time-solver (sublinear optimization algorithms)
as vendored dependencies under vendor/.
